The Development Services Department is responsible for working with builders, developers, and property owners to continually improve and expand the housing stock in Oskaloosa. The Oskaloosa City Council approved a 2015 Housing Action Plan (PDF) that has set the policy-level direction for housing in the community. One of the key actions from that plan was an update to the 2012 Housing Needs Assessment. The 2017 Oskaloosa Housing Needs Assessment (PDF) was completed in May 2017.
The City of Oskaloosa has a number of tools to help encourage housing development in the community, namely:
- Residential Tax Abatement
