Defining the Future of Oskaloosa

Planning provides a vision for a community now and in the future in order to maximize residents' health, safety, and economic well-being. Successful planning is inclusive and reflects the comprehensive values of the entire community.

The Development Services Department works with residents and elected officials to guide development by making sound land use recommendations and decisions. These actions are based on a broad viewpoint and adopted plans, codes, and policies resulting from the planning process.

In Iowa and most other states, cities may not adopt zoning and other land use ordinances without first adopting a comprehensive development plan.  On November 21, 2022, PlanOsky, A Comprehensive Plan for Oskaloosa, Iowa was adopted as the city's new official plan.

The City Council programmed funds for fiscal years 2021-2023 to update Oskaloosa's 2000 Comprehensive Plan and Zoning Code. This project, called Plan Osky, kicked off in September 2021 and reached a milestone in November 2022 with adoption of the new comprehensive plan.  This effort will transition to the new zoning code to be completed by July 2023.
