Planning provides a vision for a community now and in the future in order to maximize residents' health, safety, and economic well-being. Successful planning is inclusive and reflects the comprehensive values of the entire community.
The Development Services Department works with residents and elected officials to guide development by making sound land use recommendations and decisions. These actions are based on a broad viewpoint and adopted plans, codes, and policies resulting from the planning process.
In Iowa and most other states, cities may not adopt zoning and other land use ordinances without first adopting a comprehensive development plan. "The Oskaloosa Plan", the Comprehensive Plan for the City of Oskaloosa, was adopted March 6, 2000. This Plan utilized the planning process to engage citizens to establish visions and goals for Oskaloosa's 20-year future.
Comprehensive Plan Update
The City Council has programmed funds for fiscal year 2021-2022 to update Oskaloosa's 21 year-old Comprehensive Plan. Community input will be needed to help guide this planning process.
