Project Description
Through an inspection process, it has been determined that the sanitary and storm sewer several areas of the City of Oskaloosa has begun to fail, causing high inflow and infiltration. The phase 1 project is the first of several projects that have been planned in order to provide effective and reliable sanitary and storm sewer service to residents. The project included sewer pipe reconstruction (approximately 1,960 LF), sewer pipe lining (approximately 6,800 LF), manhole reconstruction (15 manholes), manhole rehabilitation (approximately 275 LF), and manhole invert repairs (17 manholes). Project Locations
Work was performed in the following locations in the northeast and southeast quadrants of the city:
- East of 17th Street/US 23 from 8th Avenue East to A Avenue East.
- West of 17th Street/US 23 near 3rd Avenue East.
- Along Hope Street and Geneva Drive from 3rd Avenue East to High Avenue East.
- The area generally along 1st, 2nd, 3rd, 4th, and 5th Avenues between 1st Avenue East and 6th Avenue East.
- The area generally along north 10th, 11th, and 12 Streets between F Avenue East and J Avenue East.
- The area generally along A, B, and C Avenue East between North 9th Street and North Park Avenue.
- Along Osburn Avenue between 17th Street/US 23 and 265th Street.

Project Benefits:
Residents currently using sanitary and storm sewer services in these areas will benefit directly as a result of this project. This project also reduced the inflow and infiltration of excess water into wastewater treatment facilities, which will reduce long-term operating and maintenance costs.
Project Status:
This project was completed in May and the City Council accepted final completion in June 2019.
Bid for this project were opened on February 8, 2018, and a public hearing was held on February 20, 2018. The project was split into 2 divisions. Division 1 of the project consisted primarily of sanitary sewer replacement, and was completed by Cornerstone Excavating, Inc. in a total contract amount of $287,337.90. Division 2 of the project consisted primarily of sanitary sewer rehabilitation work, and was completed by Visu-Sewer, Inc. in a total contract amount of $742,635.07.
