What factors are used in determining which streets are
reconstructed each year?
Each spring the Engineering Department performs a condition survey
of the hard surface street inventory (asphalt and concrete). Various
factors are used in evaluating each street, such as, cracking, potholes,
condition of joints and overall riding quality. A survey is done
at the same time to determine the condition rating of the curb and
gutter section as well. After completing the survey the results
are tallied and the streets with the lowest scores are placed on
the 5-year reconstruction plan according to score.
Who is responsible for repairing sidewalks?
By ordinance the abutting property owner is responsible for the
maintenance and repair of the sidewalk. Questions concerning sidewalk
improvements can be answered by contacting the City Engineer’s
Office.
Is a permit required to repair a driveway or sidewalk?
If the construction, reconstruction or repair of a new or existing
driveway or sidewalk is in the City owned right-of-way a permit
and inspection are required. It is also required that an insured
and bonded contractor perform the construction of the driveway or
sidewalk work. Property owners may perform the construction for
sidewalk work.
How many miles of streets are in Oskaloosa?
There are approximately 80 miles of streets in Oskaloosa. This
includes hard surface (concrete and asphalt), seal coated streets,
and rock surfaced streets.
If a streetlight is not functioning or not functioning
properly, who should be contacted?
Generally, streetlights are owned and maintained by MidAmerican
Energy Company and the City pays a monthly tariff. If a streetlight
is out or malfunctioning contact the Engineering Department at 673-7472
and they will report the problem or you may directly contact MidAmerican
Energy @ 1-800-292-1836.
