Urgent
Home Repair Program
The
intent of the program is to assist households with urgent repair
to the structure in order to make the property livable,healthful,
safe and physically sound and/or more energy efficient for habitation.
This assistance is in the form of a deferred payment loan.
Eligibile
applicants must be an owner(s)/occupant(s) of a single-family
home that is/has been purchased for fee title subject to mortgage
and located in the city limits of Oskaloosa. The applicant must
also meet the 80%
state income guidelines as determined by the Iowa Finance
Authority.
An
eligible property is a property that is ten years old or older
and is in need of improvements to make the property livable,healthful,
safe and physically sound and/or more energy efficient for habitation
by the family. If the property is a mobile home, the home shall
be constructed after July 1976. The structure must have an assessed
value of $15,000 or more to be eligible.
Items
eligible for repair/replacement under this program shall be determined
to be an urgent repair to the structure in order to make the house
habitable or refer to health and safety issue (furnace, roof,
water heater, water sewer and electrical service, as well as critical
improvements to the indoor plumbing and electrical system). Any
optional items shall be at the discretion of the City of Oskaloosa
Housing & Community Development staff. All work shall comply
with the existing standards i.e., Building, Zoning, Plumbing,
Heating, Electrical and Housing Codes.
A processing
fee of $75 shall be due and payable by the borrower at loan closing.
The owner shall also be responsbile for paying all filing fees
at loan closing.
